Job Function:
The Chief Ratings Technology Officer (CRTO) leads three key teams (Engineering, Ratings, and Evolution), which are, together, responsible for the design and implementation of Charity Navigator’s nonprofit ratings.  This includes both the methodology of the evaluations and the technology platform (databases and tools) used to generate those ratings.  The CRTO will drive ratings output to scale, growing the number of nonprofits rated from about 10,000 to well over 100,000. The role requires a systems thinker. The CRTO must have practical understanding and relevant skillsets to manage both technical and operational strategy.

  

Primary Duties and Responsibilities:

Leadership

  • Build and manage a high-performing team focused on excellence in execution, data-driven learning and delivering results
  • Participate as a key, collaborative member of the senior leadership to ensure that CHARITY NAVIGATOR meets its goals
  • Effectively manage cloud, software, and service vendors

Ratings Technology

  • Lead the design and evolution of nonprofit ratings, ensuring that high-quality ratings are delivered and updated annually at scale
  • Lead the development and execution of the product roadmap in timely manner through effective use of internal resources, external partners and vendors.
  • Leverage and enhance continuous build and deployment tools
  • Improve processes and make strategic recommendations to support an organization scaling at a rapid pace

Data and Systems

  • Oversee the modernization and maintenance of information management systems including data integration, data quality, and data management technologies
  • Oversee cloud, office networks, and applications and vendor manage service providers
  • Provide technical and architectural leadership in the creation, governance and maintenance of a secure, scalable, and robust web environment
  • Identify best-of-breed technologies to utilize for our next generation web and mobile applications
  • Utilize automated software test tools and frameworks to achieve software quality standards

Evolution

  • Enable analytics, research, and data visualization practices, Particularly in a self-service toolset like Tableau.
  • Analyze departmental workflows and establish tools with SaaS and low code platforms
  • Champion and mature agile practices and mature software development standards and best practices

 

 Qualifications:

 Proven leadership

  • A passion for the mission of Charity Navigator, its core values, and operating principles
  • A record of successful leadership in organizations undergoing transformation, and a record of effective management of team leaders with diverse backgrounds and experience levels (including technical and non-technical teams, and data scientists and analysts)
  • Strong analytical skills, comfortable using data to drive decision-making
  • Ability to work directly with Boards of Directors and executive committees
  • Skilled communicator who can influence others and create an open and trusting environment that promotes two-way dialogue and while driving towards results

Demonstrated knowledge

  • Extensive knowledge of Agile methodologies, including SCRUM
  • Working knowledge of six-sigma and change management practices
  • Measurement & evaluation systems design and development a plus as well as a working knowledge or awareness in the development or use of industry, national or international quality or technical standards (e.g. OASIS, IEE, NIST, ISO)

 

Proven experience:

  • Architecting, developing, and supporting data platforms including databases, data integration, data quality, data visualization, including IBM Infosphere, Postgres, and Tableau
  • Developing software with multiple technologies (e.g. ColdFusion, JavaScript, Python, PHP)
  • Architecting and engineering cloud solutions on IBM, Amazon Web Services, Azure, or Google
  • Working with:
    • Platform as a Service (PAAS) and Infrastructure as a Service (IAAS) providers
    • Content management systems, CRM, and marketing platforms
